国家文化发展国际战略研究院    国家文化贸易学术研究平台

为配合国家整体外交,在周恩来总理的亲自关怀下,北京第二外国语学院于1964年成立。1981年,顺应中国改革开放发展需要,原国家对外经贸部在北京第二外国语学院设立了全国第一个对外经济合作本科专业。自2003年起,紧密结合国家文化发展的国际战略,北京第二外国语学院开始了国际服务贸易与文化贸易的理论与实践研究,于2006年设立“国际服务贸易与文化贸易研究中心”。在原国家文化部的支持和推动下,于2010年与北京第二外国语学院共建“国家文化发展国际战略研究院”(以下简称“研究院”)。2014年3月,研究院团队研究成果直接推动了国务院出台《关于加快发展对外文化贸易的意见》(国发〔2014〕13号),同年7月,原文化部委托北京第二外国语学院牵头组建“国家文化贸易学术研究平台”,自此研究院充分发挥“学术外交”的独特作用,成为国家对外文化贸易理论的探索者和构建者、实践的学术先行者、政府决策咨询的建议者和推动者、人才培养模式创新的领航者、文化遗产传承与发展的护航者、产业贸易促进的倡导者和服务者。2015年,北京第二外国语学院分别获北京市社会科学规划办公室和北京市教委批准,设立“首都国际服务贸易与文化贸易研究基地”和“对外文化贸易与文化交流协同创新中心”。2018年11月,学校为更好的服务北京国际交往中心功能建设,在国家文化发展国际战略研究院基础上成立首都国际交往中心研究院。2019年,中国国际贸易学会与北京第二外国语学院签署战略合作协议,共建中国服务贸易研究院。2022年,研究院直接参与并推动商务部等27部门联合印发《关于推进对外文化贸易高质量发展的意见》(商服贸发〔2022〕102号)。同年8月,中央宣传部在北京第二外国语学院设立“对外文化交流(文化贸易)研究基地”。二十年来,研究院汇聚国内34家高校和研究机构,与22个国家的27家机构建立起务实国际合作机制,形成跨学科、跨院校、跨区域、跨国界的研究团队,构建起政产学研有效联动的学术服务综合体,被誉为“具有工匠精神的学术机构”。

目前,国家文化发展国际战略研究院承担中央宣传部对外文化交流(文化贸易)研究基地秘书处、国家文化贸易学术研究平台秘书处、首都国际服务贸易与文化贸易研究基地办公室、对外文化贸易与文化交流协同创新中心秘书处工作以及中国国际贸易学会服务贸易专业委员会工作。

In order to cooperating with the general diplomacy of our country, Beijing International Studies University was established in 1964 under the personal care of Premier Zhou Enlai. In 1981, conforming with the needs of China's reform and opening policy, the former Ministry of Foreign Trade and Economic Cooperation established the nation's first undergraduate major in foreign economic cooperation at Beijing International Studies University. For the purpose of meeting international strategy of the national culture development, Beijing International Studies University has started the theoretical and practical research on international service trade and cultural trade since 2003. Under the support and promotion of the former Ministry of Culture, National Institute of Cultural Development was co-founded in 2010 by Beijing International Studies University. The institute fully exerts the unique role of academic diplomacy, and has become an explorer and architect of theory on cultural undertakings of China and international cooperation between China and foreign countries, an academic pioneer of research practice, an advisor and promoter of governments’ decisions’ consultation, a director of innovative cultivation of talents, an escort of the inheritance and development of cultural heritage and an advocate and provider of industrial trade promotion.In March 2014, the research results of the research team of the Institute directly promoted the State Council to issue the Opinions on Accelerating the Development of Foreign Cultural Trade (GF [2014] No. 13). In July of the same year, the former Ministry of Culture entrusted Beijing Second Foreign Language Institute to take the lead in establishing the "National Cultural Trade Academic Research Platform". Since then, the Institute has given full play to the unique role of "academic diplomacy" and become the explorer and builder of the country's foreign cultural trade theory The academic pioneer of practice, the advocator and facilitator of government decision-making consultation, the leader of talent training mode innovation, the escort of cultural heritage inheritance and development, the advocator and facilitator of industrial trade promotion. In 2015, Beijing Second Foreign Language Institute was approved by the Beijing Social Science Planning Office and the Beijing Municipal Education Commission to establish the "Capital International Service Trade and Cultural Trade Research Base" and the "Foreign Culture Trade and Cultural Exchange Collaborative Innovation Center". In November 2018, in order to better serve the functional construction of Beijing International Exchange Center, the University established the Capital International Exchange Center Research Institute on the basis of the National Institute of International Strategy for Cultural Development. In 2019, the China Institute of International Trade signed a strategic cooperation agreement with Beijing Second Foreign Language Institute to jointly build the China Institute of Trade in Services. In 2022, the Institute will directly participate in and promote 27 departments including the Ministry of Commerce to jointly issue the Opinions on Promoting the High Quality Development of Foreign Cultural Trade (SFTD [2022] No. 102). In August of the same year, the Propaganda Department of the Central Committee set up a "Research Base for Foreign Cultural Exchange (Cultural Trade)" in Beijing Second Foreign Language Institute. Over the past two decades, relying on the National Institute of Cultural Development and Beijing Institute for International Communication, the institute effectively integrated China Institute for Cultural Trade Research, Beijing Research Institute of Cultural Trade, Research Center for Non-governmental Diplomacy, Intellectual Property Research Center, International Research Center for Jingju Heritage and International Research Center for Public Signs and the International Language Environment Construction Research Center. On this basis, the institute gathered 34 domestic universities and research institutions and also established an international cooperative research mechanism to attract20 international cooperation institutions. It forms the synthesis of academic service that effectively links government, industry, university, institute and research which is known as the "academic institution with craftsman spirit".

        At present, the National Institute for Cultural Development International Strategy is responsible for the secretariat of the Research Base for Foreign Cultural Exchange (Cultural Trade) of the Central Propaganda Department, the secretariat of the National Cultural Trade Academic Research Platform, the Office of the Capital International Service Trade and Cultural Trade Research Base, the secretariat of the Collaborative Innovation Center for Foreign Cultural Trade and Cultural Exchange, and the work of the Professional Committee on Service Trade of the China International Trade Association.
